I second the vote for NVU. The code OOo produces is terrible, but that applies to any text processing software. Don't forget, OOWriter was made for text processing, not for HTML coding.
If you want something "bigger" than NVU, you can try "Quanta" on Linux. Just get a CD image from here and try.
