健保局說--請用OFFICE 2000?!

OS/2 和 Lotus SS 比較貴?不會吧!那時 Windows 95 + M$ Office 更貴,只不過大家都去買升級版,稍微便宜一點。可是有幾人真正有正版的 Win 3.1 去升級的?IBM 後來推出 SEED 校園菁英專案,5片光碟包括了:Warp T4.0, Warp 4.0(English), Warp 3.0, DB/2, VirtualAge C++ 3.0, Norton Antivirus 加上一大堆 Toolkits 和共享軟體,好像才三千多塊的樣子。

您好!所傳郵件,業已收悉,有關OCR表格使用問題說明如下:
一、 本局為加速承保異動資料處理時效、使資料更正確、節省登打人力暨快速查閱表單,已全面推行電腦光學字元辨識(OCR)申報資料,由傳統的人工鍵錄作業方式改用影像掃描辨識之方式處理。
二、 為提高辨識率,影像掃描資料尚需配合專用OCR表格,亦即所填寫的資料務必在淡黃色框格範圍內,表格三個定位點不能毀損且表格不可放大或縮小。
三、 本局建置於網站上之OCR專用表格,使用office 2000版本列印,格式較不會亂掉而影響辨識,另採用WORD檔不使用PDF檔格式,係為方便投保單位直接鍵錄及列印異動資料,若您的電腦不是 office 2000版本,可下載勞健合一表格或健保專用(單一)表格使用。不便之處,尚請 諒察。

So, they use a computer to create a file, let other people get that file and input data into that file on their computer. Then the file should be printed out, sent through snail mail, scanned in, sent through OCR (which is, no matter how advanced the technology may be these days, never 100% correct) and the collected data should go into a database then.
Wow, I'm inpressed. I knew I would never be able to become a "leader", because I never have "visions" like that one. My solution would be too simple and fool-proof:
Create a form online on a web server, let people key in their data using any browser and any OS they like - voila, 100% correct data are at once in the database.
The disadvantages of my method:
- too fast
- no MSO needed
- no paper involved
- no printer needed
- no scanner needed
- no OCR software needed
My conclusion: Taiwan is too rich. If Taiwan really has too much money, just tell me, it would be my pleasure to take some of it...
